Dear Sir, I crave your indulgence to support me in my noble quest to invest an over-invoiced contract value in your country with you as my partner; under the umbrella of a working, binding agreement. Presently, I am the serving Executive Chairman of the Independent National Electoral Commission as stated above. I have been able to put aside the sum of Thirty Million United States Dollars (USD30M) in an escrow account in Paris, France. Equally, I put aside the sum of Fifty Two Million United States Dollars (USD52M) in a deposit account in South Africa. My original plan was to contest for the Presidency in my country in the year 2011. As a result of good, concrete advice from my contemporaries, well-wishers and very close associates, I have shelved the idea of contesting for the Presidency. On the alternative, I have chosen to use the funds to fund long-lasting investments with a suitable, skilled professional so that together we will create wealth. My partner will be required to fully committed to our cause in terms of the vital support and co-operation to enable us engage the services of an accredited legal practitioner who will be bestowed with the responsibility of procuring all the over-invoiced contract documents which will be presented to the Bank to facilitate the release of the said fund to you as the authorized recipient. The over-invoiced contract fund arose from the accrued interest of contractor’s total fund value arising from the supply of electoral products and materials including equipment for the conduct of elections since the democratic dispensation of our great country. Note that this matter calls for complete discreetness to forestall any break-down as a result of rivalry.
