My name is Jubouri Omar, I am a director in the project, planning and
rebuilding department of the Iraq Ministry of Oil, I head a seven man
Tenders Board Committee in charge of contract award and Payment approvals.

Since the year 2000 my committee awarded many contracts in the oil
industry that were executed by Halliburton, local, regional and
international companies. Below is a brief description of some of the
contracts

The expansion of Pipeline network crude oil and downstream products
distribution and evacuation.Supply, install and maintain Explosion Proof
Push Button Stations.
The construction of Storage Tanks for Petroleum Products.

The original value of these contracts was inflated by the sum of Twelve
Million, five hundred thousand United States dollars. The contracts have
been completed and we are now ready to move the funds. My colleagues and I
propose to transfer the total amount into your account for subsequent
disbursement, since as civil servants in Iraq we are prohibited from
opening and/or operating foreign accounts in our names.

In return, we have agreed amongst ourselves to offer you 15% of the
subject amount, 5% shall be set aside for expenses. Our share shall be
reserved in your account and await further instructions from us. Your
honesty is paramount in the successful completion of this project.

Arrangements have been made at the highest levels of government to ensure
the speedy completion of this project within 14 business days.

Please understand that due to the current political instability and the
attendant difficulties/ dangers in being a public servant in Iraq today
and other obvious reasons, we and our families are prepared to leave Iraq
immediately upon completion of this project. Moreover, as a Sunni, I
cannot afford to remain in Iraq after the United States leave because the
Shiites will definitely try to wipe my people out with the help of Iran.

By the way, I know that this is not a reliable media to discuss business
but permit me to ask a few questions:

1. How old are you?
2. What is your name?
3. Do you have a criminal record?
4. Do you have any business experience? And if yes, in what field?
5. Are you married?
6. Do you have children?

I ask all these questions because my business proposal is very serious,
profitable and I can only deal with, someone with a reasonable level of
stability in life. There is a substantial amount of money involved in my
proposal and I DO NOT WANT TO WASTE MY TIME OR YOURS; PLEASE ANSWER THE
ABOVE QUESTIONS HONESTLY.

It will be unfair for me to ask you all these questions without giving you
a hint of who I am; I am a top ranking government official in the oil
ministry of the Iraq government. I am over 45 years of age and I am
